AUGUSTA, Ga. (WJBF) – The Richmond County Marshal’s Office is celebrating a milestone as Lieutenant Monica Ephraim is set to be promoted to Colonel, making her the first female black Colonel in the history of the agency.
Lt. Ephraim has served in law enforcement for 22 years. She is currently :ieutenant of the Community Services & Training Division.
