LOUISVILLE, Ky. (WAVE) – An LMPD Lieutenant is appealing the Louisville Metro Police Merit Board’s conclusion that he violated department policy in a use-of-force investigation, asking a judge to review the case.
In April 2023, LMPD Lieutenant Caleb Stewart was the supervisor over now-retired Officer Jay Moss.
In video captured by the downtown Marriott Hotel cameras, Moss can be seen grabbing a homeless man by the throat before taking him to the ground.
