HONOLULU (KHON2) — A rare weather system is forming unusually close to the Hawaiian Islands, and officials said warmer waters paired with weaker wind shear could allow it to strengthen.
The National Hurricane Center issued its first Central Pacific potential tropical cyclone advisory for this system. Meteorologists said this has never happened before.
