PORTLAND, Ore. (KOIN) — Vancouver police are sharing details of an animal cruelty investigation, including body-worn camera footage, that led to an arrest and the discovery of multiple pounds of illicit drugs.
On August 8, the Vancouver Police Department said they responded to two dogs found locked in a car near the waterfront.

“The outside temperature was already in the upper 60s, with temperatures expected to reach 86 degrees later that day,” VPD said in a Facebook post. “When officers arrived, both dogs were panting heavily, appeared lethargic and were having difficulty breathing.”
