PORTLAND, Ore. (KATU) — After more than a year of delays, Portland’s Washington Park Reservoir is finally open to the public.
The water bureau says the plaza and upper reflecting pool area are now open after incomplete construction and safety concerns kept the site closed following a community celebration last June.
