PLATTE COUNTY, MO — Two Rushville parents are being charged with three felony counts of first-degree child endangerment in Platte County after authorities conducted a welfare check and described conditions as resembling a landfill.
According to the probable cause statement, authorities arrived at the residence of Timothy C. Day Jr., Hope R. Owens and their three children on Aug. 7. Upon arrival, they smelled a strong odor of urine and feces coming from the camper and the children were found to be filthy. Two dogs, both of which appeared to be infested with fleas, were also found living inside. After discovering the living conditions, Children’s Services was contacted and the children were taken into protective custody.
A search warrant for the camper was served Aug. 11. Found inside were feces and urine, trash, soiled clothes and diapers, and cockroaches. The camper also had no running water or functioning toilet…
