CHARLOTTESVILLE, Va. (WVIR) – Final preparations are underway at the Holiday Drive low-barrier shelter, which opens Tuesday as the city clears encampments along the Rivanna River.
The city chose Central Arizona Shelter Services, also known as CASS, to handle day-to-day operations of the emergency shelter. City staff say CASS already has experience running low-barrier shelters, a model Charlottesville is bringing to the area for the first time.
