Syracuse, N.Y. — A dual wave of storms that barreled across Upstate New York on Wednesday knocked out power and flooded roads from the North Country to Western New York.
At 6 a.m., more than 23,000 customers were without power, according to outage reports from National Grid, New York State Electric and Gas Co. and Rochester Gas & Electric.
