Steve Shoemaker, a 75-year-old resident of a McCully senior housing complex, is essentially trapped in his seventh-floor apartment.
The building’s single elevator has been down since Hurricane Lala. And Shoemaker depends on around-the-clock oxygen supplied by two heavy, waist-high cylinders on a trolley that he can’t haul down the stairs without assistance.
