Juan Francisco Monroy Turuy was walking through a Home Depot parking lot on Aug. 9 when he saw an armed man dressed in black about 30 feet away, firing shots into the air.
Monroy called 911. Houston police officers arrived and Monroy described the gunman and showed them the shell casings on the ground, according to a police report. After searching for the suspected shooter, officers saw several federal agents running through the lot toward Monroy.
Then ICE agents detained Monroy before Houston police could finish interviewing him.
More than three weeks later, Monroy remains detained at the Montgomery ICE Processing Center in Conroe. Randall Kallinen, a civil rights attorney assisting Monroy, said neither the Houston Police Department nor the Harris County District Attorney’s Office has contacted the witness since then…
