City of Conroe Announces David Willard as New City Administrator

The City of Conroe is pleased to announce the hiring of David Willard as the City’s new City Administrator. Willard brings more than two decades of municipal and public-sector leadership experience to the position, having served in key executive roles with communities across Texas.

Prior to joining the City of Conroe, Willard served as County Judge for Hutchinson County, where he provided countywide leadership and oversight of county operations. His career in municipal government also includes serving as City Manager for the City of Borger, Assistant City Manager for the City of Odessa, and City Manager for the City of Longview.

Through these roles, Willard has gained extensive experience in municipal administration, organizational leadership, strategic planning, public service, and working collaboratively with elected officials, city staff, and community stakeholders.

“David Willard brings a wealth of local government experience and a proven record of leadership to the City of Conroe,” said Mayor Duke Coon. “His experience serving as a city manager, assistant city manager, and county judge gives him a broad perspective on the challenges and opportunities facing growing Texas communities.
