For four days, a Chicago man emailed the city’s Office of Inspector General warning that he planned to kill his neighbor. On the fifth day, according to prosecutors, he did. And, incredibly, it happened almost a year after Chicago police failed to arrest him for allegedly shooting another neighbor outside the same South Side two-flat.
Now, CPD won’t say why it never arrested Zsoch Dunn, 50, after he allegedly shot a man in his front yard in November 2024. And the OIG won’t say what it did after receiving multiple emails in which Dunn allegedly threatened to kill the man who lived upstairs.
The first shooting happened around 4:40 a.m. on November 19, 2024, outside a two-flat in the 7600 block of South Sangamon Street. A 49-year-old man and a woman returned home and discovered their cat in Dunn’s backyard. When they went into the yard to retrieve it, prosecutors said, Dunn began yelling at them, and an argument ensued as the neighbors moved toward the front yard.
