SYRACUSE, N.Y. — A worker at Upstate University Hospital was taken into custody by federal agents, the hospital confirmed to CNY Central on Wednesday.
Immigrations & Customs Enforcement identified the employee as Ibrahim Halil Topkaya from Turkey. ICE said Topkaya was detained on Sept. 6. He is being held at a detention facility in Lewiston, N.Y.
