The Seattle Social Housing Developer has hit a snag moving tenants into its first apartment building, but it is still promising to push ahead with its expansion plans.
The developer bought the upscale market-rate Elara apartments in Belltown this spring with plans to turn it into mixed-income housing affordable at a variety of income levels. After starting to move in tenants, including some earning less than 30% of area median income, the developer has paused processing applications for people with the lowest incomes while it adds more services on site.
