In Chattanooga, an aquarium injected life into downtown. It remains vibrant today.

CHATTANOOGA, Tennessee — It was a strange-sounding idea from a student in a class taught by a bearded man at an out-of-town school.

You should put an aquarium in a park here along the banks of the Tennessee River, the student offered.
