Shanta Norton is pursuing a pedestrian-visibility project after her sister, 18-year-old Forest High School student Shannon Rush, was struck and killed by an SUV on October 27, 2025, while walking along Old Blitchton Road to catch a bus. The effort is aimed at children and other pedestrians who travel in low-light conditions near Ocala bus stops.
Norton’s initiative, Halo Glow, is in development and includes proposed shoe clips, backpack clips and bracelets, according to WESH 2. The publication reported that Norton is seeking partners and donations to help develop the visibility devices into a manufacturable product. The project is intended to make pedestrians more noticeable to drivers during dark morning hours.
A Crash on an Unlit Stretch Near a Hill Crest
A preliminary Ocala Police Department crash report cited by the Ocala Gazette described the fatal collision as occurring in unlit nighttime conditions near a hill crest. The report said the SUV driver failed to remain in the proper lane and estimated the vehicle’s speed at 45 mph in a 30-mph zone. The stretch of NW Old Blitchton Road near NW 22nd Avenue has drawn concerns about inadequate lighting, sidewalks and signage, even though it serves as a morning collection point for public school buses, the paper reported. Neighbors later held a vigil at a nearby church to call attention to the unlit walking conditions faced by neighborhood youth.
In December 2025, the Ocala Police Department’s Traffic Homicide Unit closed its investigation into the crash, finding no criminal violations and concluding that the 60-year-old driver would not face criminal charges, per Ocala-News.com. The final investigation determined that speed was not a factor, a conclusion that differs from the earlier report’s speed estimate.
What transportation plans establish
The Ocala/Marion Transportation Planning Organization says its five-year Transportation Improvement Program lists projects scheduled for implementation or advancement through the TPO process. The program does not by itself show that a specific Old Blitchton Road sidewalk or lighting project has been approved. Marion County says its Long Range Transportation Plan identifies priority improvements constrained by available revenue and submits them annually to the Florida Department of Transportation with the intent of receiving funding, a process distinct from an already funded project. Those planning documents provide a framework for prioritizing transportation improvements but do not, on their own, establish that the road near Rush’s bus stop has a funded pedestrian-infrastructure project.
Two Tracks of Advocacy: Wearables and ‘Shannon’s Law’
Norton is also a vocal advocate for a proposed legislative fix known as Shannon’s Law, which calls for sidewalks, adequate street lighting and additional signage along Old Blitchton Road and neighboring streets, per WESH 2’s reporting.
