A man is being held without bail after a racially charged incident at a Portland vintage clothing store, police say.
According to court documents, police responded August 27 to a reported shoplifting incident at Sellwood Union on Southeast 13th Avenue. The store owner says a shirtless man was standing outside attempting to take shirts off the rack on the sidewalk.
