Florida adds animal cruelty penalties as Leon County faces enforcement gaps

TALLAHASSEE, Fla. — Florida has strengthened its animal cruelty laws, adding new penalties and intervention requirements aimed in part at cases involving children. But people who work with abused animals in Leon County say the bigger challenge may be what happens after a case is reported.

Florida Department of Law Enforcement data show Leon County agencies reported 36 animal cruelty offenses in 2025 and another 17 through August of this year.
