CHICOPEE, MA (WGGB/WSHM) — Applications are open for Massachusetts’ Home Energy Assistance Program, known as HEAP, and local agencies are reporting an increase in inquiries from residents seeking help with winter heating bills.
At the Valley Opportunity Council, the phones have been busy since applications opened.
