CHESTERFIELD, Va. (WWBT) -Police in Chesterfield have arrested a teacher and charged her with child neglect and having a controlled substance at school. On Thursday, Aug. 29, police responded to Hopkins Elementary School after a teacher, Mary E. Horton, 47, was found to have what appeared to be meth with her in the building.
