FRANKLIN COUNTY, Ky. (WKYT) – In the state of Kentucky, each county is required to have an animal control service. Without animal control services in Kentucky, many communities may not have the resources to help the countless animals that are stray, or even ones that law enforcement have authority over while a court case is happening.
