TUCSON, Ariz. (13 News) – Two people have been arrested after a “severely neglected horse” was rescued from an area in Pima County called Dogpatch. The Pima County Sheriff’s Department said the investigation began when a malnourished horse was spotted near East Summit Street and Old Nogales Highway.
