CLEVELAND (WJW) – The FOX 8 I-Team has learned a Cleveland police commander is being demoted after a long investigation into claims he offered incentives for officers to make arrests and write tickets.
Commander Ralph Valentino will be demoted to the rank of lieutenant.
Valentino was facing several internal charges, including bribery for offering a $500 cash reward for arrests related to break ins and offering cash/gift card incentives to officers who wrote the most traffic citations, and retaliatory conduct.

Cleveland Safety Director Wayne Drummond stated in the ruling, that there was insufficient evidence to find him guilty of those charges. However, he did find his conduct “does not meet the standards of leadership and professionalism required of a commander.”…
