Complaint: Suspect is ex-boyfriend of vending machine owner in Oak Street explosion

SYRACUSE, N.Y. — The man accused of placing an explosive device inside a vending machine at an Oak Street office building is the ex-boyfriend of the owner.

That’s according to a criminal complaint filed in Syracuse City Court. The suspect, Bay E. Rosario, 30, was charged with arson for the crime.

The complaint accuses Rosario and an unnamed co-defendant of placing the explosive inside the vending machine at the entrance of 404 Oak St. on April 10. It said that the co-defendant lit the device and fled from the building. The crime was captured on surveillance video…
