BUFFALO, N.Y. — An ethics complaint obtained by 2 On Your Side alleges that Niagara District Council member David Rivera conducted a “pattern of harassment, intimidation, trespass, and coercion directed at candidates.”
According to the complaint, audio recordings show the council member “using deceptive tactics to pressure individuals into signing declination forms under duress.”
The complaint goes on to say that “Rivera, along with his Chief of Staff, Valerie Malia, threatened Niagara District constituents with the withholding of constituent services if they declined to support his preferred candidates for committee seats.”…
