Affidavit: Blood alcohol at 0.178, SUV hit 80+ mph in Boynton Beach’s cyclist death

BOYNTON BEACH, Fla. (CBS12) — A Boynton Beach man is behind bars after deputies say his decision to drive drunk and at high speeds ended in a deadly crash that killed a bicyclist.

Angelo Ismael Munguia, 24, is accused of hitting and killing 31-year-old Juan Rolando Villeda Rivera on the night of July 11, 2025, near South Congress Avenue and Buccaneer Road. Deputies with the Palm Beach County Sheriff’s Office say Munguia was driving well over the speed limit and was heavily intoxicated when his SUV slammed into the cyclist.

Investigators say Munguia was behind the wheel of a 2021 Toyota Venza heading south on Congress Avenue just before 11 p.m. when Villeda Rivera attempted to cross the road on his bicycle. Surveillance footage and vehicle data later showed the SUV approaching the intersection at a high rate of speed, faster than the posted 45 miles per hour, according to the affidavit…
