PROVIDENCE, R.I. (WPRI) — Mayor Brett Smiley will unveil his fourth tax-and-spending plan on Wednesday in what will be the final budget address of his first term, setting the stage for his reelection bid this fall.
Smiley — who has not formally announced his rebid for a second term — is facing a Democratic primary challenge against State Rep. David Morales this September.
