At 8:38 a.m., officer Lesley Avila was conducting traffic enforcement near 68th Street and Kennedy Boulevard when she saw a driver using a cell phone while operating a Tesla, Guttenberg Police Chief Frank Pelaez said.
Avila stopped the Tesla, which was being driven northbound by Javier Martinez-Moncada, 41, of North Bergen, Pelez said. As she approached, she noticed Martinez-Moncada extending his hands outside the window. A female passenger, identified as the vehicle’s registered owner, and a juvenile were also inside, Pelez said.
Officer Karleigh Noll arrived to assist, and a records check revealed Martinez-Moncada had an active $550 traffic warrant out of Guttenberg Municipal Court, Pelez said. Officers arrested Martinez-Moncada on the warrant, and during the arrest, he told them in Spanish that he had a firearm inside the vehicle, Pelez said…
