HARRISBURG, Pa. (WHTM) — Two men were indicted Friday in Pennsylvania for SNAP fraud, according to the Department of Justice.
Randy Welch, 46, of Michigan, and Earnest Morant, 58, of Harrisburg, allegedly submitted fraudulent SNAP benefits applications and then exchanged the benefits for cash, the DOJ said. Welch used others’ personal information for the applications.

The Pennsylvania Department of Human Services would issue SNAP EBT cards after receiving the fraudulent applications. The DOJ said Morant also received many of the fraudulent cards and mailed them to other coconspirators who would then sell the cards for cash.
A federal Grand Jury indicted Welch and Morant on charges of conspiracy to commit SNAP benefits fraud. They face a maximum penalty of up to five years in prison, plus a fine and a term of supervised release for the conspiracy charge, according to the DOJ.
