Men from Harrisburg, Michigan charged with fraudulently obtaining, selling SNAP benefits

HARRISBURG, Pa. (WHP) — A Harrisburg man and Michigan man are facing federal charges for allegedly conspiring to commit fraud within the Supplemental Nutrition Assistance Program.

Randy Welch, 46, of Michigan, and Earnest Morant, 58, of Harrisburg, submitted fraudulent SNAP benefit applications with plans to exchange the Electronic Benefits Transfer cards for cash, according to the Department of Justice.

Welch gathered the names, social security numbers and addresses of numerous people and used that information to apply for SNAP benefits, leading the Pennsylvania Department of Human Services to issue SNAP EBT cards in the names of those individuals…
