Taller buildings, more housing, and walkable streets near rail platforms—that’s the vision Honolulu’s planning department is now proposing for roughly 1,381 acres around three East Kapolei Skyline stations: Kualaka’i, Keone’ae (University of Hawai’i-West O’ahu), and Honouliuli (Ho’opili).
The Honolulu Planning Commission is scheduled to hold a public hearing on the proposal. (Hearing date not stated in the April 15, 2026 DPP transmittal.) Dawn Takeuchi Apuna, Director of the Department of Planning and Permitting (DPP), transmitted the proposal to the commission on that date, recommending approval across all three bills.
What the rezoning actually does
The core change expands the city’s Transit-Oriented Development (TOD) Special District to cover the three East Kapolei station areas, shifting land toward mixed uses with higher density and height potential near the rail platforms.
