Virginia Beach curfew blocked in court; lone dissenting council member calls it ‘lesson learned’

VIRGINIA BEACH, Va. — A temporary restraining order has blocked Virginia Beach’s all-ages Oceanfront curfew, halting the measure before its second weekend and prompting criticism from community members.

Jennifer Rouse, the only member of the Virginia Beach City Council to vote against the curfew, said the situation should serve as a learning opportunity for city leadership.
