PIERRE, S.D. (KELO) — A special enforcement panel has found that the Gary city council and the Hermosa town board didn’t follow South Dakota laws for public meetings.
The state Open Meetings Commission on Monday voted to issue public reprimands.

In a stipulation filed with the state commission, the Gary city council admitted that it “did violate the open meetings law by failing to allow members of the public to remain during the open meetings portion of the November 3, 2025 Gary City Council meeting as required by SDCL § 1-25-1.”
The first sentence of that law says, “An official meeting of a public body is open to the public unless a specific law is cited by the public body to close the official meeting to the public.”…
