ROCKFORD, Ill. (WIFR) – Jessica Vandiver steps onto her front porch with her dog in hand. A purple mohawk sits atop the head of “Sparta.”
The pair lives in Riverview Mobile Home Park, located off the corner of Clifton Avenue and S. Main Street. Vandiver moved into her trailer around January 2018.
