COUNCIL BLUFFS, IA. (WOWT) – Council Bluffs launched Mayor’s 311 on Tuesday, an anonymous tool that allows residents to report homeless encampments directly to the city’s outreach team.
The tool allows users to drop a pin on a map, upload a photo, and report an encampment to people trained to respond.
“The goal is just transparency and to make it easier for our citizens to reach out and let the city know about maybe an encampment we don’t know about,” said Jill Shudak, mayor of Council Bluffs.
