MADISON, Wis. (WMTV) – U.S. Immigration and Customs Enforcement has lodged a detainer asking politicians in Dane County not to release Julio Cesar Morales Jarquin from jail. The United States Department of Homeland Security says Morales Jarquin is in the country illegally.
Morales Jarquin, from Nicaragua, is the Fitchburg caretaker who is facing two counts of second-degree sexual assault – elderly victim. He appeared in court with a translator on Wednesday.
