Commissioner shocked by repeat offender numbers

SIOUX FALLS, S.D. (KELO) — The number of repeat crime offenders in Minnehaha County made an impression on county commissioner Gerald Beninga on Tuesday.

“I just find that shocking to be honest,” Beninga said after he heard that about 64% of all felony cases in the county involve repeat offenders.
