Mayor Carletta Davis says Prichard was in dire need of a standardized way of collecting revenue and then spending it.
“Well, you know all of these funds don’t belong to us, they belong to the citizens of Prichard,” she tells NBC 15 News. “And what we have done is try to come in and set a standard operating procedure for our finance department.”
