Gustine, CA (May 8, 2026) — The Gustine City Council has moved forward with a proposed ordinance aimed at banning the sale of nitrous oxide canisters, commonly known as “whippits,” within city limits.
The ordinance was introduced at the council’s April 21 meeting and would add a new section to the Gustine Municipal Code regulating nitrous oxide and inhalants. City records show the council voted 5-0 to introduce and waive the first reading of the ordinance as amended.
As drafted, the ordinance would make it unlawful for any person to sell, attempt to sell, offer for sale, display for sale, distribute or otherwise provide nitrous oxide, a device used to dispense or administer nitrous oxide, or any device containing nitrous oxide, unless an exemption applies…
