It’s a week of arena gigs, young stars, and so much free music in northeast Minneapolis.
That last category is the result of Art-A-Whirl, the annual free arts festival that sprawls its tentacles across northeast, with open studios, art markets, food pop-ups, and heaps of free concerts.
