OMAHA, Neb. (WOWT) – Last week, Omaha police officers pulled over a car because a headlight was out. What they saw as they approached the car, according to one investigator, is a chilling reminder of the unpredictability of a traffic stop while raising questions over the juvenile rehabilitation system.
