Dirt pile in Steelton continued to violate PA law since 2024, inspections reveal

DAUPHIN COUNTY, Pa. (WHP) — A massive dirt pile in Steelton not only caused headaches for those who live nearby, but was also found to be in violation of Pennsylvania law multiple times over the past two years, according to records obtained by CBS 21.

PennDOT previously confirmed that the dirt pile, located off a residential area on Roller Drive, was connected to its I-83 expansion project.

The project contractor, New Enterprise Stone and Lime Co., had told CBS 21 that it was not in charge of the dump site or maintaining erosion and sediment control measures — instead, that would fall to the owner of the dump site, a company called JVI Group Inc…
