Attorney plans to file wrongful death lawsuit after State Attorney rules fatal Sandalwood road rage shooting justified

JACKSONVILLE, Fla. – Five months after Joe Starkey was shot and killed in what investigators described as a road rage incident in Jacksonville’s Sandalwood neighborhood, his death was ruled justified by the State Attorney.

The family’s attorney, John Phillips, said he has plans to file a wrongful death lawsuit as they continue pushing for accountability in the case.
