JACKSONVILLE, Fla. — A Jacksonville mother is demanding accountability after police said a man exposed himself in front of her daughter and groped her while riding a school bus to Riverside High School.
The suspect, 42-year-old Todd Cullers, faces multiple charges, including exposing himself and indecent touching of certain minors; however, a judge deemed Cullers incompetent to continue court proceedings.
