ROCHESTER, N.Y. — A Rochester man is facing charges after Lollypop Farm says he admitted to keeping a cat in a carrier for two months.
Allen Peters is charged with torturing and injuring an animal/failure to provide sustenance.
Lollypop Farm says in February, Peters showed staff a cat in a carrier that was covered in feces, urine, food, and other debris.
