SPOKANE, Wash. — An 83-year-old convicted rapist, kidnapper and murderer will remain behind bars after the Washington State Indeterminate Sentence Review Board denied his parole request and added 15 years to his sentence.
The board announced Monday that Arbie D. Williams was denied parole and received an additional 180 months in prison following his latest parole review.
Williams refused to attend any hearings, preventing the board from assessing his rehabilitation. While he completed some prison treatment programs, his provider noted minimal progress and little insight into his risks.
