Steelton siblings accused of keeping hundreds of ‘street rats’ inside condemned home

STEELTON, Pa. — A brother and sister from Steelton are facing charges of animal cruelty, trespassing and other offenses after police claim they were illegally staying in their condemned home to care for the hundreds of “street rats” they had collected there.

Jennifer Busch, 43, and Thomas Busch, 37, are accused of sneaking into their Harrisburg Street home for months after it was condemned in July 2025 due to a rat infestation and what were deemed to be unsafe living conditions by the Steelton Borough Public Works Office, according to criminal complaints filed by Steelton Police.
