A California developer just picked up roughly 16 acres of prime North Las Vegas real estate for less than the price of a used car. Agora Realty & Management completed the purchase in July 2026, paying $1,575 for the land along Civic Center Drive just north of Lake Mead Boulevard, where a cluster of aging city government buildings once stood before they were torn down.
The eye-popping price tag makes more sense once the backstory comes into focus. As reported by the Las Vegas Review-Journal, the purchase is part of a broader agreement in which the North Las Vegas City Council approved selling roughly 19 acres of city-owned property to Agora for a combined $1,938.80. The nominal price reflects a common economic development tool: cities often convey long-vacant land at little to no cost to spur private investment that would otherwise be too costly to pencil out, especially when hazardous remediation is involved. The former City Hall complex at 2200 Civic Center Drive had sat empty for 14 years after municipal staff relocated to a new administrative headquarters in 2011, according to the Center for Creative Land Recycling.
From Dirt Lot to Mixed-Use Hub
Before any construction could begin, the site had to be cleared of decades of accumulated hazards. EPA-funded Phase I and Phase II environmental assessments across the five aging municipal buildings on the 19-acre parcel identified widespread asbestos, lead-based paint, and mercury, all of which required remediation before demolition could proceed, the same brownfield tour materials note. Demolition of the former City Hall building formally began on January 21, 2026, when Mayor Pamela Goynes-Brown operated an excavator on site, part of a project now officially branded One Civic Center.
Buildings and surface lots on Agora’s newly purchased land have since been demolished, leaving behind a dirt lot, the Review-Journal reports. Aaron Lefton, president of acquisitions and leasing at Agora, is quoted describing the broader ambition behind the project: developers are trying to create a center-city that North Las Vegas never had. The company plans a mixed-use development combining commercial space, apartments, and a civic building, with gathering spaces and amenities that will include a recreation center.
A 60-Month Build Still Missing Its Final Piece
Construction is expected to start toward the end of 2026 or in early 2027, unfolding in phases over an anticipated 60-month schedule, according to the Review-Journal’s reporting. But the land assembly isn’t complete. The last parcel Agora needs to acquire is a 3.9-acre plot that still houses two North Las Vegas police buildings, and the company isn’t slated to close escrow on that piece until September 2028. Demolition of those two police buildings isn’t scheduled to start until November 2027…
