When trying to convince the public that the dozens of people who have been found dead in Houston’s bayous were not the work of a serial killer, Mayor John Whitmire turned last year to the homeless community.
“We have homeless living underneath the bridge,” he said at a press conference Sept. 23. “When a homeless person dies from an illness, diabetes or cancer — what do you think his friends and associates do? They do not take him to a funeral home. Unfortunately, the homeless, when they pass, often end up in the bayou.”
