HOUSTON — A tragic accident unfolded near the East Freeway and Market Street in Monmouth, where a mother and her infant daughter lost their lives after their SUV plunged into a canal.
The incident occurred shortly after 4:40 p.m., when a witness called 911 after observing two children, aged 5 and 7, struggling on top of a car that was about to submerge.
